Well, you're welcome to put your name down for the panel if you want, but perhaps it'd be a better idea for you to just attend some panels and contribute from the audience in your first year, and then start actually doing them next year. Rather than blindly jumping straight in.
The Heroes one only needs one more panelist at this stage, so it's probably not urgent.
